Our goal as an administrator
is to reduce the members’ time in managing
their pool while increasing operational efficiency.
BRS Pool Administration
involves a full-range of administrative services
that span from initial program formation through
ongoing support and include:
Accreditation
Preparation – Many of
our JPA clients have completed the Accreditation
process through the California Association
of Joint Powers Authorities (CAJPA). The accreditation
process includes a detailed examination of
the JPA’s legal and governing documents,
risk management, safety and risk control programs,
and statutory compliance. We have been preparing
accreditation documents for our clients since
the inception of CAJPA’s accreditation
program in 1997.
General
Management and Administrative Support –
BRS assigns each JPA an experienced and competent
team of management and support staff to work
with the officers, board of directors, and
executive committee in managing the JPA.
Preparation
and Maintenance of Governing Documents –
Our staff is experienced in the drafting and
ongoing maintenance of all JPA governing documents,
including the Joint Powers Agreement, Bylaws,
Memoranda of Coverage, and resolutions.
Financial
Services – In-house
CPAs provide expert advice to assist our clients
in meeting their fiscal goals and analysts
ensure financial health with customized reports,
budgeting, and forecasting.
Investment
Oversight – BRS assists
in achieving your organization’s investment
objectives by preparing cash flow projections,
feasibility analyses of professional investment
management, assisting in the development of
investment policies, and evaluating independent
investment managers.
Claims
Oversight – Our litigation
management and claims professionals provide
expertise in the area of claims oversight
including settlement conferences, mediations,
and daily claims activities performed by the
third party administrator.
Statutory
Compliance – As a California
public entity, JPAs are governed by the California
Government Code and are required to comply
with many statutory requirements. Our staff
is experienced in all statutory requirements
of JPAs and manages this process for its JPA
clients.

Development and Maintenance –
To provide groups with an accessible area
to obtain general information and documentation
relating to their program, BRS can assist
in the development and maintenance of clients'

sites.

house or through another provider, we offer
